This is unfortunately not possible. Mac OneNote doesn't understand how to open onepkg files. It only knows about how to talk to the cloud via OneDrive. You Don’t Have the Right Program
There are specific computer programs that are compatible with ONEPKG files, and you may not have one installed on your computer.
